Last night's Town Council Agenda was as jammed packed with critical issues as the Council Chamber was with those who had come to be heard. At least that's what I think. I tried to watch the meeting from home, but with no sound, it became impossible. Despite my desparate attempts to call the Cable Studio and it's director, the Town Council Office, and the Town Manager's office to alert someone, anyone, to add sound to the video feed, the only voice on the other end was voice mail.
My mother used to preach that it is often better to be seen and not heard. Granted given Councilor Devaney's penchant for meaningless mumbles, it could have been a good thing - but last night was not that time.
It's beyond reproach when you take into consideration that one of the most critical issues was being discussed. Two important presentations (on the Agenda) on health insurance and the well known funding issue on what is estimated to be roughly 1.5 million dollars of the town's operating budget was not available in sound to the viewing audience. Without the benefit of the audio and video presentation, how are we, as taxpayers to understand how our tax dollars will be affected when funding health insurance?
After 2-1/2 hours of foolishly believing that if I continuously increased my sound button on the remote to illegal decibal levels, I would be able to hear, I gave in to frustration, stopped my whaling at the TV and stomped out of the room in speechless mutter. How is it that the subject matter, obviously well planned out, based on the video feed, did not receive or get confirmation that the live feed would be working properly? It's been done before and as the former Council President, I made darn certain that any meeting presenting the magnititude of relevance like this one, had cable up and running. There is simply no excuse for this. There is an apparent lack of communication with the director who has and continues to be willing to coordinate special adjustments to cable feeds for highlighted events during this perpetual battle between Comcast and the Town.
To add insult to injury, Peter Z (clearly as frustrated as I was) told me in an early morning conversation on Wednesday that if residents are still using an Analog Box (instead of a Digital Cable box), they viewed the program with no problem. Apparently, Comcast agreed in a new contract to have to provide only an iNet feed. In simplified terms it means anyone who has a newer television set (with or without Hi-Def)and a digital cable box, they shouldn't even bother trying to watch local programming. But wait - in case you are about to rush off to replace your digital box with an analog box, forget about it. Comcast no longer provides antiquated analog cable boxes. Must be a reason. I think it's called technological advancement-and in Watertown's case - it's back to the future.
I for one am fed up with the excuses and reasons as to why Comcast has not fulfilled their obligation. Comcast is taking us all on a costly ride on the information technology highway with nothing more than a dead end approach.
How is it possible that Channel 9 is barely viewable and Channel 10 has been stuck on a snapshot of the League of Women's Voters Banner depicting the 2005 candidates night for over 3 weeks?
As a reminder, it was Comcast who wanted out of local broadcasting and the fact that they threw money at the Town to take it over, does not satisfy their obligation. They are responsible for the technology, including fiber optic cables and feed for viewing both local and network cable channels.
I wonder how Comcast would respond to the town's population if we deducted a payment portion of our bill and sent a note indicating that as soon as they fulfilled their obligation to assist in providing a working service, we would fulfill ours to pay for it.
For those residents interested enough in speaking up, now is as good a time as ever to be heard. Enough is enough. If you want to take action, here's the opportunity. Contact Mr. Frank Foss (below). Or if you prefer, you can continue to pay for a service that doesn't exist.

I've sent email to Watertown Community Access to see if tapes of meetings were available -- either to view onsite at the studio, or to get access to a copy (which I would be happy to pay a reasonable fee for the time and materials involved in making a copy). Never heard back, though.
I'm not sure what kind of equipment they're using to broadcast the meetings; if the camera has tape, maybe sound *did* get recorded onto the tape, but not broadcast out to the audience.
At many tech conferences I've been to, one screen behind the presenter shows a live chat room composed of people in the audience and those listening online to the meeting. Very frequently people listening online would alert people in the room to problems with the audio feed that would then be fixed.
(I don't think it's ever going to happen, but the Live Town Council Meeting Chat room -- that could be seen by councillors and Mr. Hoover during the meeting -- would be comedy gold).
I'm going to call Foss, too, because although I'm an RCN subscriber, the meetings are broadcast by Comcast, and if Comcast screws up, neither RCN nor Comcast subscribers can see/hear the meeting.
I have issues with RCN, too -- they won't show the full feed of local access, so I can never see Bob Kaprielian's program.
Jeez, I gotta call Peter Z. and see if there are tapes of this stuff anywhere. Hm.
Here's a question: How many RCN subscribers in Watertown are actually interested in seeing the full lineup of local access? Is it just you and me, or is it enough for us to group together and put some pressure on RCN?

It shouldn't matter how many people are interested. If this is a service that is bundled up with your plan, you are paying for it and should be able to view local channels like you would any other.
add me to the list of RCN subscribers who have repeatedly asked for (and not received) local programming beyond the live meetings. Are they not able to do it or are they choosing not to???
Well I doubt my somewhat rather opinionated email sent to Foss had any influence on the matter, but I received word a while ago that at approximately 4PM the issues were resolved with both channels 9 and 10. However, and there is usually always a "however", the fixes are considered temporary until all other hardware issues with the cable is resolved. Once again the final date for completion remains with the powers to be at Comcast. Nonetheless, it's still an opportune time to get in touch with Mr. Foss.

If your TV is "Cable Ready" (and you'd be hard pressed to find one made in the last 10 years that isn't) you could just directly your cable wire to the jack on the back of your set. You won't be able to watch any pay channels or a few other items, but you will be able to watch the local channel same as those w/ analog boxes.
I would like to apologize to all the Watertown residents who have been unable to view our programming over the past few months due to technical issues beyond our control. I would however like to notify everyone that the audio issues have been resolved on channel 9 Comcast. We are just waiting on Comcast to upgrade their existing equipment to be able to broadcast on multiple channels with improved quality.
For those residents with RCN we are hoping to add our programming to your line-ups by the end of March. If anyone has any further questions please do not hesitate to contact me at any time.
